Start at the outer corners of the mouth and draw the line up to the cupid's bow. Then define the lower lip from the outside towards the centre.

For a fuller look: Draw the contour slightly outside the natural lip line - from the corners of the mouth to the cupid's bow. It is best to emphasise the lower lip only in the centre.

Tip for extra hold: Fill in the lips completely with the pencil after contouring - preferably with the flat side of the tip.
